IN RESPONSE TO THE REPORT BY AMBASSADOR RALF BRETH, HEAD OF THE OSCE MISSION TO SKOPJE

We would like to join the previous speakers in warmly welcoming Ambassador Breth back to the Permanent Council and thank him for his report.

Macedonia has a strategic importance in terms of ethnic harmony and peaceful coexistence of communities in South East Europe. The OSCE Mission in Skopje plays an important task for the realization of this objective. It is through this perspective as well that we value the Mission’s activities and encourage it to continue its efforts, across the three dimensions, in close cooperation with the host authorities. Turkey contributes among others to the Mission’s support to the development of a modern police service and police reform.

We value the findings of Mission as to the degree of implementation of the Ohrid Framework Agreement. Challenges remain including in the area of equitable representation of ethnic communities within the public administration. We believe that the Mission could contribute to further progress on this matter, which would have positive impact on relations between communities.

We support the efforts of Macedonia that is currently holding the Chairmanship in Office of the South East Europe Cooperation Process in strengthening peace and stability in the region. It is our firm belief that the consolidation of the security environment among the countries of the region will yield productive and sustainable results for the future of the entire region.

We note with concern Ambassador Breth’s assessment that the continuing blocking of the country’s path towards Euro-Atlantic integration, may have serious repercussions on further reforms and beyond, on stability. We earnestly believe that the “name issue” should not be an impediment to the country’s integration to Euro-Atlantic institutions also upon the regional inclusiveness principle.

In conclusion, we would like to thank Ambassador Breth and his able team and wish every success in their endeavours.
