IN RESPONSE TO THE REPORT BY AMBASSADOR JENNIFER BRUSH
HEAD OF THE OSCE MISSION TO MOLDOVA

Mr. Chairperson,

We join others in warmly welcoming Ambassador Brush to the Permanent Council for the first time as the Head of the OSCE Mission in Moldova.

The “5+2” format in the Transdniestrian settlement process remains the basic negotiating platform mandated to address the interest and concerns of all the parties with a view to coming up with a political solution to the conflict.

We commend the Irish Chairmanship as well as the international actors in this format for their dedicated efforts to lead the settlement process forward. As a result of this work and the emergence of mutual confidence, the positive momentum reached last year has sustained in the first half of 2012. Moreover, it has been fostered recently by a more cooperative relationship between the sides.

Ambassador Brush’s report to the Permanent Council clearly registers the encouraging developments in the settlement process. The resumption of railway traffic across the region after a six year hiatus and the agreement on the principles and procedures for the conduct of formal negotiations as well as the agenda for the process are the two most recent examples of this positive trend.

It is our sincere hope that the constructive attitude of the participants will also prevail in the next round of negotiations to be held in mid-July in Vienna. We call on all parties to build on the important work done so far and achieve solid progress on the core issues of the conflict in the second part of 2012. As I have emphasized on previous occasions, such headway will not only be instrumental in consolidating peace and stability in Eastern Europe but also help to show that under the umbrella of this organization progress in resolving conflicts can be achieved.

In this regard, I would like to reiterate our support to the efforts undertaken by the facilitators within the “5+2” format. We hope that these efforts will lead to a lasting solution within the territorial integrity and sovereignty of Moldova.

The Mission of Moldova deserves our full support in its endeavors to accomplish its main mandate, namely to facilitate the achievement of a lasting, comprehensive political settlement of the conflict in all its aspects. Within this context, we highly value and support the activities of the Mission in the settlement process. The work of the Mission in other areas such as rule of law and human rights, anti-trafficking and gender is also commendable. I would like to express our support to the steady progress made by Moldova in its path towards peace and stability but also democracy and the rule of law.

Before concluding, I would like to wish Ambassador Brush and her team every success in their endeavors.
