IN RESPONSE TO THE ADDRESS BY GORAN SVILANOVIC, COORDINATOR OF OSCE ECONOMIC AND ENVIRONMENTAL ACITIVITES

Mr. Chairman,

I join the previous speakers in warmly welcoming Mr. Svilanovic, Coordinator of the Economic and Environmental Activities and in thanking him for his comprehensive presentation and the 2012 work plan.

We believe in the potential of the economic and environmental activities in contributing to our common security and enhancing confidence. In this respect, the activities of the Office of the Coordinator in various areas ranging from fighting corruption, money laundering, financing of terrorism and migration management to energy and transport security and environment are more than valuable.

On the other hand, it is our firm conviction that maintaining the security focus of these activities is crucial, taking into account the mandate of our organization and its potential to make a meaningful contribution to the efforts of the international community. In this respect, we very much welcome the intention to strengthen the interaction among different departments and institutions of the organization in a cross dimensional perspective, as well as to coordinate efforts with other relevant organizations.

This approach is also in line with the decision adopted last year on strengthening the effectiveness of the economic and environmental dimension, which among other things emphasized the need to increase the focus of our work in this dimension on the basis of the concept of comprehensive security by taking into account the interlinkages with other dimensions.

We strongly concur with the Coordinator’s assessment that strengthening good governance is a key aim to be achieved not only because it is the main theme of this year’s work as identified by the Irish Chairmanship, but also because it is an overarching principle that should guide our undertakings in general.

The work of the Office of the Coordinator in the follow up to the Vilnius Ministerial decisions on transport security and equal opportunity for women in the economic sphere are also appreciated on our side. We believe that the Handbook of Best Practices at Border Crossings, which has recently been jointly published by the OSCE and UN Economic Commission for Europe is a practical and valuable compilation which will serve as a useful guide for policy makers in our respective countries.

This year the Economic and Environmental Committee will also review the implementation of the Maastricht Strategy Document in order to determine if it needs to be adapted to the evolving economic and environmental challenges. We believe that the contribution of the Coordinator’s Office will be of great use in assessing the state of play regarding the implementation of the Strategy Document.

In conclusion, I would like to wish Coordinator Svilanovic and his able team every success in their future work.
