STATEMENT BY PERMANENT REPRESENTATIVE OF TURKEY, AMBASSADOR TACAN İLDEM
IN RESPONSE TO THE REPORT BY THE HEAD OF THE OSCE OFFICE IN ZAGREB,
H.E. AMBASSADOR ENRIQUE HORCAJADA

Thank you Mr. Chairman.

I join the previous speakers in warmly welcoming Ambassador Horcajada in our midst and thank him for his comprehensive and informative report, at this important juncture. We believe that both the report and the exchange of views today will provide a good basis for discussion for our future deliberations.

I would also like to express our appreciation for the overall progress achieved by Croatia in various fields.

At the same time, we welcome the commendable activities of the Office in two mandate-related areas, namely the monitoring of domestic war crimes proceedings and the residual aspects of housing care programme. The concrete improvements in both fields, as registered in the report, are worthy of consideration.

We particularly note with pleasure Ambassador Horcajada’s positive assessment on the general progress in war crimes proceedings, the improved legislative framework for prosecution of war crimes and Croatia’s efforts in addressing yet unprosecuted cases, as well as in enhancing regional cooperation in this field.

We also welcome the findings of the report with respect to the responsibility and capacity of the Croatian legal authorities and civil society to continue dealing with ongoing and remaining cases, as well as, on the accomplishment of the three benchmarks agreed with the OSCE regarding the housing care programme.

In concluding, let me express our earnest belief that the considerable progress achieved by Croatia and the fulfillment of the OSCE Office mandate deserve equally positive response from the participating States.
