Statement by Ambassador Tacan İldem, Permanent Representative of Turkey, in response to the Head of the OSCE Mission to Moldova, Ambassador Michael Scanlan, 1071st Meeting of the Permanent Council

Thank you, Mr. Chairperson.

We warmly welcome Ambassador Scanlan back to the Permanent Council and thank him for his comprehensive report.

Turkey enjoys excellent bilateral relations with Moldova and has a strong will to further strengthen its cooperation in different areas, including important regional and international issues. We support Moldova’s European integration perspective and its reform agenda, as consistently expressed at the high level meetings between the two countries.

Mr. Chairperson,

Turkey supports the settlement of the Transnistrian conflict through dialogue within the framework of respect for sovereignty and territorial integrity of Moldova. We are disappointed by the continued delays in “5+2” negotiations which is the main venue for a political settlement to the conflict. We therefore encourage all respective sides to intensify their efforts to create necessary conditions for the resumption of the “5+2” negotiations. We acknowledge and support the Mission’s valuable efforts to this end.

As we had previously stressed, unlimited access of the Mission members to all regions in Moldova is a most important prerequisite for the proper discharge of the Mission’s monitoring, observation and reporting mandate. Thus we expect the removal of the limitations on the Mission members’ access to Transnistria without any further delay.

We also continue to support the Mission’s ongoing efforts to complete the withdrawal and destruction of Russian ammunition and military equipment from the Transnistria region.

Mr. Chairperson,

We consider the Gagauzian community as a natural bridge which further adds to the fabric of our bilateral relations with Moldova and attach great importance to the development of the Gagauzia region. As mentioned in the report, we consider the emerging consensus in the Moldovan Parliament on the establishment of a permanent working group to discuss the long-standing disagreements over the implementation of the 1994 Law on the Special Legal Status of Gagauzia as a positive development. We commend the Mission’s valuable assistance together with the High Commissioner for National Minorities in these efforts. Turkey remains ready to actively support the work of this permanent working group once it becomes operational hopefully soon.

Last but not least, I would like to express our appreciation for the Mission’s successful regular activities in different areas such as human rights, gender equality, preventing domestic violence and human trafficking.

In conclusion, I wish every success to Ambassador Scanlan and his able team in their future endeavors.
