Statement by Ambassador Tacan İldem, Permanent Representative of Turkey, in Response to the Report by Ambassador Jennifer Brush, Head of Mission to Moldova, at the 973rd Permanent Council

Thank you Madam Chairperson,

I join the previous speakers in warmly welcoming Ambassador Brush back to the Permanent Council and would like to express my thanks for her comprehensive presentation. It gave us a clear understanding of the situation on the ground as well as prospective steps to be taken during the period ahead.

First and foremost, I would like to express our will to continue to support the efforts for a political settlement of the Transnistrian conflict, within the framework of the principles adopted at the 1999 OSCE Istanbul Summit, based on respect for the sovereignty and territorial integrity of the Republic of Moldova. In line with this understanding, and as we have stated earlier on a number of occasions, the “5+2” format remains as the basic negotiating platform mandated to address the interest and concerns of all parties with a view to reaching a political settlement to the conflict.

The report clearly underlines that, during the next round of the 5+2 talks, all stakeholders should do their best to depoliticize the issues on the agenda in order to yield a positive effect on the lives of all persons concerned. To this end, we welcome the efforts to enhance outreach to both sides of the river and support all moves to proceed in this direction.

We welcome the Mission's efforts to encourage direct contacts between the Sides and to facilitate the working groups' efforts to identify confidence-building measures and help address freedom of movement issues. Moreover, we find projects such as the first model OSCE in Moldova aimed at building confidence among youth and involving young generations in conflict resolution, as well as endeavors to expand the capacity of civil society, judicial reform, enhancing media freedom, gender mainstreaming and empowering women worth mentioning. We also consider the work of the Mission in other areas such as the rule of law, human rights, anti-trafficking and it is efforts to promote the democratic development of the Republic of Moldova to be remarkable and commendable.

I would also like to take this opportunity to state our full support to the mandate of the Mission. In this regard we call upon all parties concerned to facilitate the Mission to carry out its mandate throughout its area of responsibility as it was agreed and reconfirmed recently.

In closing, we thank Ambassador Brush and her able staff for the dedicated and efficient work and wish our best for their future endeavors.
