Statement by Ambassador Tacan İldem, Permanent Representative of Turkey, in Response to the Address by Ambassador Florian Raunig, Head of Presence in Albania, at the 969th Permanent Council

Thank you Mr. Chairperson,

I would like to join the previous speakers in warmly welcoming Ambassador Raunig in his first appearance before the Permanent Council in his capacity as the Head of the OSCE Presence in Albania. I also wish to thank him for his insightful presentation.

Since the last presentation of the report of the Presence, Albania has made important strides in democratization and strengthening of democratic institutions. The June 2013 parliamentary elections constituted yet another tangible evidence to this effect. ODIHR’s final report on the elections bears testimony to the degree of political maturity achieved in Albania.

We commend the Presence’s work in encouraging and assisting the reform process in Albania. We welcome the contributions made in the fields of democratization, good governance, rule of law, human rights as well as security cooperation. Moreover Albania’s achievements in the fields of legislative and judicial reforms with the continuous support of the Presence deserve our praise. What we have witnessed so far is a constructive relationship between the Presence and the Government of Albania, which is of crucial importance to maintain this productive process and translate itself into concrete results through effective implementation.

We are also pleased to note the progress Albania has made in the fields of public administration, fight against corruption, trafficking in human beings and combating transnational and organized crime. We appreciate the determination of the Albanian authorities on these issues and support the Presence to further its assistance to the relevant local institutions in areas where additional efforts are required. Turkey is ready to contribute to efforts on capacity building in this regard.

Mr. Chairperson,

Since joining the OSCE, Albania has transformed into a thriving and successful participating State constantly working towards further bolstering the democratic institutions necessary for moving forward. In view of the progress recorded in the recent years and the growing capabilities of the Albanian authorities, we consider the time to be ripe for the Presence to streamline its priorities. While reaffirming our support to the Presence’s efforts focusing on the development of Albanian state institutions and capacity-building, we encourage the Presence to review its activities in conformity with the host country’s evolving needs and expectations.

Before concluding, we would like to thank Ambassador Raunig and his able team for their valuable work once again, and wish them every success in their endeavors.
