Statement by Ambassador Tacan İldem, Permanent Representative of Turkey, In Response to the Report of Ambassador Ivo Petrov, Head of Centre in Ashgabat, at the 954th Permanent Council

Thank you Mr. Chairperson,

I join the previous speakers in warmly welcoming Ambassador Petrov in his first appearance before the Permanent Council in his capacity as the Head of the OSCE Centre in Ashgabat and express my thanks for his presentation.

Turkey welcomes the support provided by the Centre to remarkable progress achieved by Turkmenistan in all three dimensions of the OSCE. Furthermore, the increasing engagement and cooperation between the Centre and Turkmenistan in accordance with the needs and requests of the host country is commendable.

We closely follow the increasing interest of Turkmen authorities in all three dimensions of the OSCE and encourage them to continue their endeavors to that end. In this vein, in the political-military dimension we would like encourage further progress in integration of Turkmenistan to the OSCE network system which will definitely contribute to the development of activities in this field.

The adoption of the “Law on Mass Media” of Turkmenistan and efforts to improve the national legal framework and upgrade the system of the justice administration through amending relevant basic legislation deserve our attention and we commend the cooperation established between the relevant Turkmen authorities and the Office on this matter. Besides, the support given to the penitentiary system is praiseworthy and we look forward to developing our bilateral relations and cooperation on these issues as well.

Mr. Chairperson,

Turkmenistan’s contribution and assistance to Afghanistan and engagement to regional dialogue is welcomed. Being an active participant of the İstanbul Process and one of the Heart of Asia countries, Turkmenistan’s assumption of the Co-Chairmanship of “Regional Infrastructure” confidence building measures together with Azerbaijan and her determination to expand the multi dimensional relations with Afghanistan should be recognized and appreciated.

The picture will not be complete unless we refer to the active and undeniable role Turkmenistan has been playing in energy security and sustainability. The ongoing projects, mainly the trans-Caspian natural gas pipeline together with the ones under consideration testifies to this observation. In this respect, we wish to upgrade the already existing high level of our cooperation in the field of energy security. Taking into account the increasing need to strengthen the regional energy cooperation, security and reliability of energy transport and energy infrastructure as well as promotion of sustainable energy solutions and increasing need for energy savings and efficiency are themes that are perceived as relevant in our cooperation. We thank Turkmenistan for hosting the high level international conference on “Energy Security and Sustainability; the OSCE perspective” which will take place on October 17-18, 2013 in Ashgabat.

Turkey and Turkmenistan enjoy high level exemplary relations and cooperation in a wide range of areas. The bilateral relations at the highest political level and the interaction between our respective peoples lay the ground for further development of our relations in a spirit of mutual confidence. This was clearly displayed and confirmed during the official and working visits of President of Turkmenistan to Turkey which took place last year in February and August respectively. Furthermore, the Turkish President’s current official visit which started yesterday will definitely provide an additional impetus to our special relations.

In conclusion, we would like to reiterate once more our support to the continuing work carried out by the Office for the benefit of Turkmenistan and we would like to wish Ambassador Petrov and his able team every success in their work.
