IN RESPONSE TO THE ADDRESS BY AMB. EUGEN WOLLFARTH, THE HEAD OF PRESENCE IN ALBANIA

Mr. Chairman,

I would like to join the previous speakers in warmly welcoming Ambassador Wollfarth back to the Permanent Council and thanking him for his comprehensive presentation.

We commend the endeavours of the Presence in encouraging and assisting the reform process in Albania and welcome its contributions in the fields of democratization, governance, rule of law and human rights. We encourage the Presence to remain attentive to the inclinations of the Government of Albania as trust is of crucial importance to maintain the existing productive process.

We note the progress Albania made in the field of public administration, fight against corruption, combating transnational and organized crime. We appreciate the determination of the Albanian authorities in this regard and support the Presence to further its work to the Albanian institutions in the areas where additional efforts are needed.

As regards upcoming general elections to be held in 2013, we are hopeful that the election cycle will be a testimony that will confirm the political maturity reached by the people of Albania. In this context, we would like to call on all stakeholders to demonstrate the necessary political will and flexibility to fulfill the expectations of the people.

We strongly support Albania’s European aspirations and it is our firm conviction that by giving a new impetus to its on-going reform process, Albania will continue to move towards this objective. Furthermore, assuming the Chairmanship of the Committee of Ministers of the Council of Europe for the first time after 17 years of membership in this organization, Albania attests its devotion to provide its own tangible contribution to democracy, human rights and the rule of law.

On the other hand, recognizing the progress recorded in the recent years by the Albanian authorities, we would consider positively the streamlining of priorities for the Presence in order to hand over certain responsibilities to the local authorities and reduce the number of field offices across the country.

In conclusion, we would like to thank Ambassador Wollfarth and his able team and wish every success in their endeavours.
