STATEMENT BY AMBASSADOR TACAN İLDEM, PERMANENT REPRESENTATIVE OF TURKEY
IN RESPONSE TO THE REPORT BY AMBASSADOR NATALIA ZARUDNA HEAD OF THE OSCE CENTER IN ASTANA

Mr. Chairperson,

I would also like to welcome Ambassador Zarudna for the first time as the Head of the OSCE Center in Astana to the Permanent Council and thank her for the comprehensive report that she shared with us.

We support the strides made by Kazakhstan in its transition to democracy. In this respect, the peaceful and orderly conduct of the early parliamentary elections on 15 January which led to the formation of a three-party legislative body constituted a landmark for Kazakhstan.

On the other hand, building a genuine pluralistic democratic system in a country is an evolutionary process that requires long-term and sustained efforts. Therefore patience, encouragement and constructive engagement of the international partners, including the OSCE will undoubtedly facilitate Kazakhstan’s endeavors in furthering this process.

The successful performance by Kazakhstan during its Chairmanship in 2010 and its subsequent contribution as the Chair of the Forum for Security Co-operation in 2011 once again showed the importance this country attaches to the OSCE. In that context, we appreciate Kazakhstan’s active role in the work of our Organization.

The OSCE through its Center in Astana plays a useful role in assisting the host country in its capacity building efforts not only to make progress in the implementation of OSCE norms and principles but also to fight against the plethora of trans‐national, trans‐boundary risks, challenges and threats. It is needless to say that close cooperation and coordination with the Kazakh authorities is vital for the success of the Center’s activities. With this understanding, we are sure that the Center will continue its activities in accordance with its mandate and streamline them as necessary in line with the needs and requests of the host country.

In conclusion, I would like to thank Ambassador Zarudna and her staff for their dedicated work and wish them success in their future endeavors.
