ON THE SECRETARY GENERAL’S PRESENTATION
OF THE 2013 PROGRAMME OUTLINE

Mr. Chairperson,

First of all, allow me to thank Secretary General for his comprehensive and excellent presentation of the 2013 OSCE Programme Outline. I would also like to thank all fund managers for their efforts in producing this comprehensive document.

The Programme Outline document, which constitutes an important part of the annual budget cycle, will enable all delegations to discuss in detail the strategies and priorities for the OSCE for the coming year.

Our debate will be more strategic-oriented both by the meetings at Ambassadorial level and also by the document entitled “Compendium of Executive Summaries” which is submitted for the first time. We hope that on this basis, our discussions will allow a frank debate on the many questions raised at the end of last year’s budget discussions. In any case, a strategic direction at the political level would be essential for work undertaken at the experts level to yield the expected results.

What we need is to build a common ground of for our Organisation’s future work, by making the best allocation of human and financial resources for the goals for 2013 and beyond, that we will commonly set throughout the year. In this connection, the tri-annual strategic priorities with multi-year planning will give us the opportunity to have continuity in our efforts in this Organization with a long-term perspective. The fact that the upcoming consecutive Chairmanships until the end of 2015 are known from now provides us with an additional possibility to reflect upon and make projections for the upcoming three years and hopefully even beyond.

Aware of the financial difficulties witnessed in many participating States, we nevertheless have to find ways to provide this Organization with the required budgetary and human resources. In this regard, we also support ways to ensure an even better utilization of existing resources and remain open to discuss all proposals in this direction.

Given the time constraints, today I will not be presenting the views of my delegation regarding the different sections of the proposals. Nevertheless, my Delegation will continue to be committed to the comprehensive approach of our Organization to security in all three dimensions and in cross-dimensional activities that bring about its distinct value-added.

Taking this opportunity, however, I would like to briefly touch upon our interest, among other areas, in the newly established TNT Department’s activities. It constitutes a firm ground for the better coordination of OSCE activities in the field of transnational threats. In this regard, next year will be an important year in conducting effective, coordinated and result-oriented activities, with hopefully new, updated mandates adopted during the course of this year.
